SCRUM/Requirements Mgr – TS/SCI – Ft Belvoir, VA

As Requirements Manager/SCRUM Master you will act as the point of contact for the submission and decomposition of new requirements with the stakeholder. You will help the development teams decompose requirements into user stories by hosting a monthly Technical Review Board and capturing initial level of efforts and recommended priorities in JIRA. You will work closely with the Project Manager to coordinate releases and sprints with the stakeholders, hosting daily SCRUM meetings with the developers and removing obstacles when necessary. 

Responsibilities:

  • Participate in Requirements Analysis and decomposition
  • Participate in backlog grooming
  • Effectively and efficiently manages the development sprints from planning to execution to review in an agile development environment. Runs daily scrums, collaborates on requirement documentation, and unblocks barriers to keep the team moving
  • Maintain backlog and current sprints in JIRA
  • Facilitates and supports all scrum events: Sprint Planning, Daily Scrum and Sprint Review
  • Maintain a requirements traceability and verification matrix in coordination with the test team to ensure every user story traces back to a high level system requirement
  • Works with product owners to handle backlogs and new requests
  • Perform effective estimation and planning in order to create useful, reliable and practical plans for software development releases

Requirements:

  • Top Secret / SCI clearance
  • Bachelor’s degree with 2-years hands on experience managing Agile development software projects
  • Scrum Master Certification (e.g. Scrum Alliance, etc.)
  • Familiarity with product/project development experience on an Agile Teams in a technology-focused organization
  • Demonstrated experience facilitating meetings at multiple levels of an organization
  • Thrives in a highly collaborative, matrixed, complex, fast paced environment
  • Sound technical experience with infrastructure that can understand and translate business requests into consumable stories and vice versa
  • Excellent oral and written communication skills with a high attention to detail and impeccable time management skills
  • Ability to self-manage, recognize and actively address challenges, mediate issues, develop solutions, and implement appropriate courses of action
  • Highly proficient with MS Office, Jira and Confluence (or equivalent tools)
